Tokió, June 10, 1907. IT is explained by the Japanese Government that the Yokohama Specie Bank was approached by the Viceroy, and that the former communicated the proposals of the latter to the Hong Kong and Shanghae Bank and to Parr's Bank in London.
The existence of the agreement between Great Britain and China was previously unknown both to the Government and the bank, but, on learning of it, the Japanese Government gave directions to the bank to retire from the affair.
Information has been sent to the British Consul-General at Hankow and to the Viceroy that the Yokohama Specie Bank will be satisfied if it is one of the issuing banks.
The opportunity for explaining matters, and preventing further misunderstanding, is welcomed by the Japanese Government, and assurances are given that the rights Great Britain has already acquired in China as regards railways will be respected.
With respect to the employment of Japanesc engineors, a letter from the Viceroy
to the British Consul-General at Hankow is cited, while attention is also called to a promised Concession to Japan for the construction of a railway from Foochow and Amoy to Hankow.
